IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve Modifications Nos. 6, 8, 9, 10, 11, 13, 14, 15, 17, 18, and 19 to Contract No. DCKV-2007-C-0001 to provide lockbox and collection services for the processing of traffic violation citations on behalf of the District and to authorize payment for services received and to be received under that contract.

 

            RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Contract No. ­­­­­­­­­­­­­­­­­­­DCKV-2007-C-0001 Modification Approval and Payment Authorization Emergency Declaration Resolution of 2012”.

           

            Sec. 2. (a)  There exists an immediate need to approve Modifications Nos. 6, 8, 9, 10, 11, 13, 14, 15, 17, 18, and 19 to Contract No. DCKV-2007-C-0001 with Industrial Bank, N.A. to provide lockbox and collection services for the processing of traffic violation citations on behalf of the District, and to authorize payment for the services received and to be received under that contract.

            (b)  Modifications Nos. 6, 8, 9, and 10 exercised the 2^nd option year in the amount of $4,087,992.60 for the period from June 13, 2010 through June 12, 2011.  Modifications 11, 13, 14, 15, 17, and 18, exercised the 3^rd option year in the amount of $5,572,666.00 for the period from June 13, 2011 through June 12, 2012.  Modification 19 extended the contract on a sole source basis for an estimated amount of $1,451,360.00 for the period of June 13, 2012 through June 12, 2012.  The total estimated amount

for the period of June 13, 2012 through September 30, 2012, is $11,112,018.60.

            (c)  Council approval of this contract modification is necessary since this modification increases the contract to more than $1 million during a 12-month period.

            (d)  Council approval is necessary to allow the continuation of these vital services, as without this approval, Industrial Bank, N.A., cannot be paid for services provided in excess of $1 million.

 

            Sec. 3.  The Council determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Contract No. ­­­­­­DCKV-2007-C-0001­­­­­­­­­­­­­ Modification Approval and Payment Authorization Emergency Act of 2012 be adopted after a single reading.

 

            Sec. 4.  This resolution shall take effect immediately.
