    To declare the existence of an emergency with respect to the need to approve certain task orders under Contract No. DCJZ-2011-H-0015 to provide extended family home care for youth involved in the District’s juvenile justice system and to authorize payment for the services received under the contract.

     

    RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Contract No. DCJZ-2011-H-0015 Task Orders Approval and Payment Authorization Emergency Declaration Resolution of 2012”.

     

    Sec. 2. (a)  There exists an immediate need to approve Task Order Nos. 1, 2, 3, and 4 to Contract No. DCJZ-2011-H-0015 with PCC Stride, Inc., to provide extended family home care for youth involved in the District’s juvenile justice system and to authorize payment for the services received under the contract. 

    (b)  On September 21, 2011, the Office of Contracting and Procurement (“OCP”), on behalf of the Department of Youth and Rehabilitation Services, issued Task Order No. 1 to PCC Stride, Inc., to provide extended family home care for youth involved in the District’s juvenile justice system from May 23, 2011, to September 30, 2011, in an amount not to exceed $179,184.50. 

    (c)  On October 27, 2011, the OCP issued Task Order No. 2 in an amount not to exceed $597,135.00 for the period from October 1, 2011, to May 22, 2012.

    (d) On September 11, 2012, the OCP issued Task Order No. 3 in an amount not to exceed $220,143.00 for the period from October 1, 2011, to May 22, 2012.

    (e) On September 18, 2012, the OCP issued Task Order No. 4 in an amount not to exceed $24,024.00 for the period from October 1, 2011, to May 22, 2012. 

    (f)  The 4 task orders increase the total estimated amount for the services to $1,020,486.50, for the period from May 23, 2011, to May 22, 2012.

                (g)  Council approval is necessary since the task orders increase the contract by more than $1 million during a 12-month period. Without this approval, the District cannot pay PCC Stride, Inc., for services provided in excess of $1 million.

     

     Sec. 3.  The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Contract No. DCJZ-2011-H-0015 Task Orders Approval and Payment Authorization Emergency Act of 2012 be adopted after a single reading.

     

    Sec. 4.  This resolution shall take effect immediately.
