To declare the existence of an emergency with respect to the need to approve 3 task orders to Human Care Agreement No. DCJZ-2010-H-0016 to provide therapeutic family home services to the District and to authorize payment for the services received and to be received under the contract.

 

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Task Orders to Human Care Agreement No. DCJZ-2010-H-0016 Approval and Payment Authorization Emergency Declaration Resolution of 2012”.

 

Sec. 2. (a)  There exists a need to approve 3 task orders to Human Care Agreement No. DCJZ-2010-H-0016 with Universal Healthcare Management Services, Inc., to provide therapeutic family home services to the District and to authorize payment for the services received and to be received under the agreement.

(b)  On May 4, 2011, the Office of Contracting and Procurement (“OCP”) awarded Human Care Agreement No. DCJZ-2010-H-0016 to Universal Healthcare Management Services, Inc.

(c)  During the base year, OCP issued 3 task orders totaling $1,327,754.88 under the Human Care Agreement No. DCJZ-2010-H-0016.

(d)  Council approval is necessary since these task orders increase the agreement by more than $1 million during a 12-month period.

(e)  Approval is necessary to allow the continuation of these vital services.  Without this approval, the District cannot pay Universal Healthcare Management Services, Inc., for services provided in excess of $1 million for the base year.

 

 Sec. 3.  The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Task Orders to Human Care Agreement No. DCJZ-2010-H-0016 Approval and Payment Authorization Emergency Act of 2012 be adopted after a single reading.

 

Sec. 4.  This resolution shall take effect immediately.
