                Councilmember Yvette M. Alexander, Chairperson of the Committee on Public Services and Consumer Affairs, announces a public hearing on Bill 19-881, the “Telemedicine Reimbursement Act of 2012”and Bill 19-934, the “Uniform Electronic Prior Authorization Amendment Act of 2012The hearing will be held on November 14, 2012 at 11:00a.m. in room 500 of the John A. Wilson Building.

                                                                                              

    This notice has been revised to reflect that the original hearing scheduled for November 1, 2012 was postponed and rescheduled. This notice has been abbreviated to permit a hearing with less than 15 days notice and to provide notice to the public on this important matter.

     

    The stated purpose of Bill 19-881 is to require health insurance coverage for health care services provided by telemedicine or electronic media.

     

    The stated purpose of Bill 19-881 is to amend the Uniform Health Insurance Claims Form Act of 1995 to require the Department of Insurance, Securities and Banking to develop an electronic prior authorization form for use by every health care service plan and health infer that provides medical services or prescription drug benefits; to require every prescribing provider, as defined, when requesting electronic prior authorization for medical services or prescription benefits, to submit the electronic prior authorization form to the health care service plan or health insurer, and require those plans and insurers to utilize and accept those electronic prior authorization forms for medical services or prescription drug benefits.

Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony. Witnesses should limit their testimony to four minutes; less time will be allowed if there are a large number of witnesses. 

     

    If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements should be submitted either to Mr. Fisher, or to Ms. Nyasha Smith, Secretary to the Council, Room 5 of the Wilson Building, 1350 Pennsylvania Avenue, N.W. Washington, D.C. 20004.  The record will close at 5:00 p.m. on November 28, 2012.
