NOTICE OF FINAL RULEMAKING
FORMAL CASE NO. 988, IN THE MATTER OF THE DEVELOPMENT OF UNIVERSAL SERVICE STANDARDS AND THE UNIVERSAL SERVICE TRUST FUND FOR THE DISTRICT OF COLUMBIA
1. The Public Service Commission of the District of Columbia (Commission) hereby gives notice, pursuant to Section 2-505 of the District of Columbia Official Code,[1] of its final rulemaking action taken on December 6, 2010, in Order No. 16078, granting the application[2] of Verizon Washington DC, Inc. (Verizon DC) requesting authority to amend the following tariff page:

2. Verizon DC identified the proposed tariff amendment as an update to its Universal Service Trust Fund surcharge, which is required by Chapter 28 of the Commission’s Rules of Practice and Procedure. The surcharge is being updated to true up the 2009 payments with the amounts actually billed to customers, and to adjust the surcharge for the 2010 assessment. With the approval of this Application, the monthly per line surcharge is twenty-three cents ($0.23) per non-Centrex line and three cents ($0.03) per Centrex line. Verizon DC represented that this Application would decrease the surcharge sixteen cents ($0.16) for non-Centrex lines and two cents ($0.02) for Centrex lines.[3] In Order No. 16078, the Commission approved Verizon DC’s Application.
3. The Commission issued a Notice of Proposed Rulemaking (NOPR) which was published in the D.C. Register on August 27, 2010.[4] No comments were filed in response to the NOPR.
