Gas Tariff 2013-01, In the Matter of the Application of Washington Gas Light Company for Authority to Amend Rate Schedule No. 4 and Adopt Rate Schedule No. 7
1. The Public Service Commission of the District of Columbia (Commission) hereby gives notice, pursuant to Section 34-802 of the District of Columbia Official Code and in accordance with Section 2-505 of the District of Columbia Official Code,[1] of its intent to act upon the Tariff Application of Washington Gas Light Company (WGL)[2] in not less than thirty (30) days after the date of publication of this Notice of Proposed Rulemaking (NOPR) in the D.C. Register.
2. On September 13, 2013, WGL filed a Tariff Application requesting authority to revise Rate Schedule No. 4, Developmental Natural Gas Vehicles and to adopt a new Rate Schedule No. 7, Compressed Natural Gas (CGN) Service. WGL is proposing tariff language to close to new customers the Developmental Natural Gas Vehicle Service and to make two new service offerings, related to compressed natural gas, available to the public in accordance with the following tariff pages:

3. WGL proposes to close Rate Schedule No. 4 to new customers, effective January 1, 2014, and continue service for current customers under this rate schedule until they leave the system or choose to be on the new Rate Schedule No. 7.[3] WGL will provide two new service offerings, CNG Fueling Service and CNG Compression Service, under proposed Rate Schedule No. 7.[4] According to WGL’s Application, CNG Fueling Service will involve WGL providing natural gas, from a WGL owned and operated facility, for corporate or government fleet vehicles and to members of the public who own and operate natural gas vehicles at cost based rates.[5] WGL estimates that the rate for the natural gas fueling service will be $2.47 per gallon of gasoline equivalent and will be adjusted on a monthly basis to reflect “the current purchased gas charge.”[6] According to WGL, CNG Compression Service will involve WGL providing natural gas to combined heat and power facilities and operators of natural gas vehicle fueling stations.[7] Under this portion of the proposed tariff, WGL states that it will negotiate contract terms with the customer; including “cost and rate components, compression requirements, and payment terms.”[8] According to the WGL Application, under the CNG Compression Service, the customer will be allowed to repay the construction related costs of furnishing the service and associated facilities over a ten (10) year period, rather than paying the entire cost upfront.[9]

This Application is on file with the Commission and may be reviewed at the Office of the Commission Secretary, Public Service Commission of the District of Columbia, 1333 H Street, N.W., Second Floor, West Tower, Washington, D.C. 20005, between the hours of 9:00 a.m. and 5:30 p.m., Monday through Friday as well as on the Commission’s website at www.dcpsc.org. Copies of the Application are available upon request, at a per-page reproduction cost.
5. All persons interested in commenting on the proposed tariff application must do so in writing to Brinda Westbrook-Sedgwick, Commission Secretary, at the address provided above. All comments and reply comments must be received within thirty (30) and forty-five (45) days, respectively, after publication of this notice in the D.C. Register. Once the comment period has expired, the Commission will take final rulemaking action on WGL’s Application.
