    NOTICE OF PROPOSED RULEMAKING

     

    The Director of the Department of Health, pursuant to the authority set forth under § 302 (14) of the District of Columbia Health Occupations Revision Act of 1985, effective March 25, 1986 (D.C. Law 6-99; D.C. Official Code § 3-1203.02(14) (2007 Repl.)), and Mayor’s Order 98-140, dated August 20, 1998, hereby gives notice of the intent to take proposed rulemaking action to adopt the following amendment to chapter 69 of title 17 of the District of Columbia Municipal Regulations (DCMR) in not less than thirty (30) days from the date of publication of this notice in the D.C. Register

     

    The purpose of these changes is to add a “grandfathering” paragraph to section 6902 so that persons who were enrolled in doctoral programs prior to April 15, 2011, the date of the adoption of section 6901.1(b) as Final Rulemaking, that do not meet the requirements of section 6902.1(b) may become licensed in the District of Columbia.     

    Chapter 69 (Psychology) of Title 17 (Business, Occupations, and Professions) is amended as follows:

     

    Section 6902 (Educational Requirements), by adding a new subsection 6902.12 to read as follows:

     

    6902.12           An applicant whose doctoral program does not meet the requirements of §                                     6902.1(b) shall be eligible for licensure provided that the applicant was                                           enrolled in the doctoral program prior to April 15, 2011, and the applicant

                            meets all other requirements of this chapter necessary for licensure.

     

    All persons desiring to comment on the subject matter of this proposed rulemaking should file comments in writing not less than thirty (30) days after the date of publication of this notice in the D.C. Register.  Comments should be sent to the Department of Health, Office of the General Counsel, 899 North Capitol Street, N.E., 5th Floor, Washington, D.C.  20002.  Copies of the proposed rulemaking may be obtained from the Department at the same address during the hours of 9:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays.
