NOTICE OF PUBLIC HEARING ON AIR QUALITY ISSUES
Proposed Rulemaking on New Source Review and
Proposed Revision of the District’s State Implementation Plan (SIP)
Notice is hereby given that a public hearing will be held on Monday, March 19, 2012 at 5:30 p.m. in Room 512 at 1200 First Street, N.E., 5th Floor, in Washington, D.C., 20002. This hearing provides interested parties an opportunity to comment on the District’s proposed rulemaking on New Source Review (NSR) and proposed State Implementation Plan (SIP) revision. Once finalized, 20 DCMR §§ 199, 200, 204, 206, 208, 210, and 299 will be submitted to the United States Environmental Protection Agency to revise the SIP in order to meet the requirements of section 110 of the federal Clean Air Act (42 U.S.C. § 7410) in accordance with 40 C.F.R. part 51.
The District Department of the Environment (DDOE) is proposing amendments to the New Source Review (NSR) permitting program, which applies to new and modified major emission sources that have the ability to significantly impact air quality in the District and downwind states. This rulemaking also proposes to add source category permits (commonly referred to as “general permits” in other jurisdictions), which will allow DDOE to issue a single permit for groups of similar sources. Finally, this rulemaking proposes to add requirements for new source review of minor sources. Once finalized, DDOE will submit all of the amendments as a SIP revision, except those pertaining to minor new source review (20 DCMR § 209).
The proposed regulation is available for public review during normal business hours at the offices of the District Department of the Environment (DDOE), 1200 First Street, NE, Washington, D.C. 20002, and on-line at http://ddoe.dc.gov/ddoe.
