    IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

     

    March 19, 2013

     

     

    To declare the existence of an emergency with respect to the need to transfer personnel authority for State Board of Education employees from the Deputy Mayor for Education to the State Board of Education by April 1, 2013.

     

     

             RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “State Board of Education Personnel Authority Emergency Declaration Resolution of 2013”.

     

    Sec. 2.  (a)  The State Board of Education Personnel Authority Amendment Act of 2013, signed by the Mayor on January 29, 2013 (D.C. Act 19-651; 60 DCR 2313), transfers personnel authority of the State Board of Education’s employees from the Deputy Mayor for Education to the State Board of Education, effective April 1, 2013. D.C. Act 19-651 was passed by the Council on 2nd reading on December 18, 2012, but was not transmitted to Congress until March 5, 2013.  Thus, D.C. Act 19-651 is not projected to become law until April 30, 2013. 

    (b) This emergency is necessary to ensure that the personnel authority will transfer on

    April 1, 2013, as required by D.C. Act 19-651.

     

                Sec. 3.  The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the State Board of Education Personnel Authority Emergency Amendment Act of 2013 be adopted after a single reading.

     

    Sec. 4.  This resolution shall take effect immediately.
