    The Office of the State Superintendent of Education, Division of Early Childhood Education (OSSE/ECE) will hold two (2) public hearings on the proposed 2012 – 2013 Child Care and Development Fund State Plan. The Child Care and Development Fund (CCDF), authorized by the Child Care and Development Block Grant Act, and Section 418 of the Social Security Act, and administered by the Administration for Children and Families (ACF), assists low-income families, families receiving temporary public assistance, and those transitioning from public assistance in obtaining child care so they can work or attend training/education. The programs also improve the quality of child care, and promote coordination among early childhood development and before-and-after school programs.  The District of Columbia receives $12.3 million dollars in federal funds through this federal grant to provide these services to eligible District residents. OSSE/ECE serves as the Lead Agency responsible for developing the Child Care and Development Fund State Plan. The CCDF Plan is prepared by OSSE/ECE every two (2) years and provides a description of the District’s subsidy child care services. It also serves as the roadmap and provides an opportunity for the District to demonstrate the services provided to meet the needs of low-income children and families.

    OSSE welcomes input on the proposed 2012- 2013 CCDF State Plan from all stakeholders, and will be posting the draft plan for public review during the week of April 18, 2011. OSSE invites all interested parties to review the Citizen’s Guide and draft State Plan at www.osse.dc.gov. Copies of the Draft CCDF State Plan will also be available in DC public libraries* and at the OSSE Division of Early Childhood Education office, 810 First Street, N.E., 4th Floor, Washington, DC. Written comments on the draft CCDF State Plan may be submitted at the hearing or throughout the comment period.  Please address comments to:  Carolyn J.     Those interested in presenting at the public hearing on Saturday, April 30, 2011 should contact (202) 727-1839 no later than 4:30pm Wednesday, April 27, 2011. Registered persons will be scheduled for a three-minute period to testify. Persons not registered to testify will be allowed to testify as time permits.

     

    Registration dates for the May 14th hearing will be announced in a future notice.

    Individuals who do not register with the OSSE prior to the hearing may testify based upon a first come-first-served basis as time permits within the time frame announced for the hearing. On-site assistance with registration will be available prior to the hearing.
