NOTICE OF FINAL RULEMAKING

 

GAS TARIFF 11-1, IN THE MATTER OF THE APPLICATION OF WASHINGTON GAS LIGHT COMPANY FOR AUTHORITY TO AMEND GENERAL SERVICE PROVISION NOS. 13 AND 14

 

 

1.          The Public Service Commission of the District of Columbia (Commission) hereby gives notice, pursuant to section 34-802 of the District of Columbia Official Code and in accordance with section 2-505 of the District of Columbia Official Code,[1] of its final rulemaking action taken on April 26, 2012, in Order No. 16769, granting the Application of Washington Gas Light Company (WGL or the Company)[2] for authority to amend General Service Provision No. 13 entitled “Installation of Service Pipes and Connections” and General Service Provision No. 14 entitled “Extension of Mains.”  In its filing, WGL sought to revise tariff language to implement the net present value test and eliminate the current two (2)-year revenue test when determining a customer’s contribution towards the cost of a line or main extension.

 

2.         The Commission issued a Notice of Proposed Rulemaking (NOPR) published in the D.C. Register on July 8, 2011, inviting comment on the Application.[3]  The Maryland-National Capital Building Industry Association (MNCBIA) and the Office of the People’s Counsel (OPC) filed comments supporting WGL’s Application.[4]  On December 8, 2011, the Commission issued Order No. 16637, directing WGL to submit responses to three (3) questions regarding the Company’s tariff Application.[5]  On December 23, 2011, WGL filed its responses.[6]  On April 26, 2012, the Commission issued Order No. 16769, approving WGL’s tariff amendment effective upon publication of this Notice of Final Rulemaking in the D.C. Register.
