PUBLIC HEARING NOTICE
FORMAL CASE NO. 1079, IN THE MATTER OF WASHINGTON GAS LIGHT COMPANY’S APPLICATION FOR REVENUE NORMALIZATION ADJUSTMENT REQUESTING AUTHORITY TO AMEND ITS GENERAL SERVICE PROVISIONS, RESIDENTIAL SERVICE AND NON-RESIDENTIAL RATE SCHEDULES, FIRM DELIVERY SERVICE AND INTERRUPTIBLE RATE SCHEDULES RIGHTS-OF-WAY SURCHARGE GENERAL REGULATIONS TARIFF
The Public Service Commission of the District of Columbia (“Commission”) hereby gives notice, pursuant to D.C. Code § 34-901 and 34-909, that on December 21, 2009, the Washington Gas Light Company (“WGL”) filed an application to approve a Revenue Normalization Adjustment (“RNA”), which is a sales adjustment mechanism that decouples the Company's non-gas revenue collection from actual delivered volumes of gas.[1] By Order No. 15659, the Commission designated WGL’s RNA proposal a rate case because it requests approval of a fixed formula rate.[2]
WGL indicates the RNA is being proposed to remove any disincentive for Washington Gas to promote energy conservation, to better align the Company’s rate structure with its cost structure, and to conform Washington Gas’s allowed revenues to those established in the Company’s most recent rate case. The RNA is a sales adjustment factor that is based on the difference between actual revenues billed to customers in a billing cycle month and the level of billing cycle monthly revenues that would be expected from the rates in effect as approved by the Commission in the last base rate proceeding. This sales adjustment would be computed each billing cycle month for each rate schedule to establish a credit or charge to the distribution charge. The amount of the adjustment in any future month is unknown at this time because different conditions, such as weather, customer usage patterns, and conservation programs will impact the amount of the RNA adjustment, but the impact will vary each month and be no more than 5¢ per therm in any month.
WGL’s rate filing is available for inspection at the Public Service Commission’s Office of the Commission Secretary, 1333 “H” Street, NW, 2nd Floor – West Tower between the hours of 9:00 a.m. and 5:30 p.m., Monday through Friday. Copies of the Application can be purchased at the Commission at a cost of $0.10 per page, actual reproduction cost. WGL’s application can be viewed on the Commission’s website, www.dcpsc.org.
