    BILL 21-38, THE “DEATH WITH DIGNITY ACT OF 2015"

    Councilmember Yvette M. Alexander, Chairperson of the Committee on Health and Human Services, announces a public hearing on Bill 21-038, the “Death with Dignity Act of 2015.”  The hearing will take place at 11:00 a.m. on Friday, July 10, 2015 in Room 500 of the John A. Wilson Building.

                                                                                              

          The purpose of this bill would provide procedures and requirements regarding the request for and dispensation of covered medications to qualified patients seeking to die in a humane and dignified manner, define the duties of attending physicians and consulting physicians, and provide for counseling o patients and family notification.  The bill would also require informed decision-making an waiting periods, require reporting from the Department of health, define the effect of the act on contracts, wills, insurance, and annuity policies, provide for immunities, liabilities, and penalties, provide an opt-out provision for health care providers, and provide for claims by a government for costs incurred. 

     

    Those who wish to testify should contact Malcolm Cameron, Legislative Analyst to the Committee on Health and Human Services, at 202-741-0909 or via e-mail at mcameron@dccouncil.us, and provide their name, address, telephone number, organizational affiliation and title (if any) by close of business on Wednesday, July 8, 2015.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  Witnesses should limit their testimony to four minutes; less time will be allowed if there are a large number of witnesses.   

     

    For those unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Copies of written statements can be emailed to mcameron@dccouncil.us or mailed to Malcolm Cameron at the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Room 115, Washington, D.C., 20004.  The record will close at 5:00 p.m. on Friday, July 24, 2015.
