                Council Chairman Phil Mendelson announces the scheduling of a public hearing of the Committee of the Whole on PR 21-187, the “Metropolitan Washington Airports Authority Board of Directors Thorn Pozen Confirmation Resolution of 2015” and PR 21-188, the “Chief Procurement Officer of the Office of Contracting and Procurement George Schutter Confirmation Resolution of 2015.”  The hearing will be held at 12:30 p.m. on Thursday, July 2, 2015 in Hearing Room 120 of the John A. Wilson Building. 

                The stated purpose of PR 21-187 is to provide the public an opportunity to comment on the Mayor’s nomination of Thorn Pozen for appointment to the Metropolitan Washington Airports Authority Board of Directors for a term to end January 5, 2021.  Mr. Pozen would replace one of the District’s four Board members, Shirley Robinson Hall, who is not eligible for reappointment under the terms of the Metropolitan Washington Airports Authority Interstate Compact.   The stated purpose of PR 21-188 is to confirm the Mayoral appointment of George Schutter as the Chief Procurement Officer (CPO) of the Office of Contracting and Procurement.  Pursuant to the Procurement Practices Reform Act of 2010, the CPO shall serve for one 5-year term and may be reappointed, and the CPO shall not be removed from office before the expiration of the 5-year term except for cause.  In addition, the CPO must have not less than five years of senior level experience in procurement and the ability to administer a procurement system of the size and complexity of that of the District.

    (202) 724-8196, or email Evan Cash, Committee Director, at ecash@dccouncil.us, and provide their name, address, telephone number, organizational affiliation and title (if any) by close of business Tuesday, June 30, 2015.  Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony.  If submitted by the close of business on June 30, 2015 the testimony will be distributed to Councilmembers before the hearing.  Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.  Copies of the measures can be obtained through the Legislative Services Division of the Secretary of the Council’s office or on http://lims.dccouncil.us.

    If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record.  Written statements should be submitted to the Committee of the Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004.  The record will close at 5:00 p.m. on Monday, July 13, 2015.
