NOTICE OF PUBLIC HEARING
RECEIPT AND INTENT TO REVIEW INITIATIVE MEASURE
The Board of Elections shall consider in a public hearing whether the proposed measure “Amend Parking Meter Rates Regulations by Restoring Past Rates” is a proper subject matter for initiative, at the Board’s Monthly Meeting on Wednesday, August 1, 2012 at 10:30am., One Judiciary Square, 441 4th Street, N.W., Suite 280, Washington DC.
The Board requests that written memoranda be submitted for the record no later than 4:00 p.m., Friday, July 27, 2012 to the Board of Elections, General Counsel’s Office, One Judiciary Square, 441 4th Street, N.W., Suite 270, Washington, D.C. 20001.
Each individual or representative of an organization who wishes to present testimony at the public hearing is requested to furnish his or her name, address, telephone number and name of the organization represented (if any) by calling the General Counsel’s office at 727-2194 no later than Monday, July 30, 2012 at 4:00p.m.
The Short Title, Summary Statement and Legislative Text of the proposed initiative read as follows:
SHORT TITLE
Amend Parking Meter Rates Regulations by Restoring Past Rates
SUMMARY STATEMENT
The District of Columbia currently has two Meter Rate Zones; 1) Premium Demand Parking and
2) Normal Demand Parking. The Premium Demand Parking Rate, posted in areas determined by
the Director of the D.C. Department of Transportation, is $2.00 per hour. Sixteen quarters are
needed for a two hour stay. The Normal Demand Parking Rate is $1.00 per hour. Even that rate
requires eight quarters for a two hour stay. This amendment establishes just one Rate Zone,
Normal Demand Parking, at a rate of $.50 per hour, just four quarters for two hours, beginning in
Calendar Year 2014. It also establishes that all enforcement hours end at 6:30 p.m., restoring the
practice that was in place before enforcement hours in Premium Demand Parking Rate Zones
were extended to 10:00 p.m. And, it ends week-end parking enforcement, a former long-term
practice in the District of Columbia.
LEGISLATIVE TEXT
Upon ratification by referendum, the following amendments, in italics, shall be inserted into DCMR Section 2404.13.
2404.13 Except as provided in § 2424, for the purpose of establishing meter rates based upon user demand for parking in various areas of the District, for the five years beginning with fiscal year 2015, there shall be Normal Demand Parking Meter Rate Zones only, which shall be $.50 per hour. Enforcement hours shall end at 6:30 p.m. and shall be in effect on Monday through Friday only.
