    NOTICE OF PROPOSED RULEMAKING

                                                                                         

     

    FORMAL CASE NO. 988, IN THE MATTER OF THE DEVELOPMENT OF UNIVERSAL SERVICE STANDARDS AND THE UNIVERSAL SERVICE TRUST FUND FOR THE DISTRICT OF COLUMBIA

     

                1.         The Public Service Commission of the District of Columbia (Commission) pursuant to its authority under D.C. Official Code § 34-802[1] and in accordance with D.C. Official Code § 2-505(a)[2], hereby gives notice of its intent to act upon the Application of Verizon Washington, DC Inc. (Verizon DC)[3] in the above-captioned matter in not less than thirty (30) days after the date of publication of this Notice of Proposed Rulemaking in the D.C. Register.

     

                2.         On July 19, 2011, Verizon DC filed an application requesting authority to amend the following tariff pages:

     

    GENERAL REGULATIONS TARIFF P.S.C.-D.C.-NO. 201

    Section 1A, 4th Revised Page 3

     

                3.         Verizon DC identifies the proposed tariff amendment as an update to its Universal Service Trust Fund surcharge, which is required by chapter 28 of the Commission’s Rules of Practice and Procedure.  The surcharge is being updated to true up the 2010 payments with the amounts actually billed to customers, and to adjust the surcharge for the 2011 assessment.  With the approval of this Application, the monthly per line surcharge will be $0.03 per non-Centrex line and $0.004 per Centrex line.  Verizon DC represents that this Application decreases the surcharge $0.20 for non-Centrex lines and $0.026 for Centrex lines.[4]  Verizon DC requests that this tariff become effective August 1, 2011.[5]

     

    4.         The complete text of this Application is on file with the Commission.  The proposed tariff revision is on file with the Commission and may be reviewed at the Office of the Commission Secretary, Public Service Commission of the District of Columbia, 1333 H Street, NW, West Tower, Suite 200, Washington, DC  20005 between the hours of 9:00 a.m. and 5:30 p.m. Monday through Friday. Copies of Verizon DC’s Application may be obtained by visiting the Commission’s website at www.dcpsc.org or at cost, by contacting the Commission Secretary at the above address.

     

    5.         All persons interested in commenting on Verizon DC’s Application may submit written comments and reply comments no later than thirty (30) and forty-five (45) days, respectively, after publication of this notice in the D.C. Register with Jesse P. Clay, Jr., Acting Commission Secretary, at the above address.  After the comment period has expired, the Commission will take final action on Verizon DC’s Application.
