    NOTICE OF PUBLIC HEARING ON AIR QUALITY ISSUES

     

    Proposed Rulemaking on Volatile Organic Chemicals and

    Proposed Revision of the District’s State Implementation Plan

     

    Notice is hereby given that a public hearing will be held on Monday, September 12, at 5:30 p.m. in Room 512 at 1200 First Street, N.E., 5th Floor, in Washington, D.C., 20002. This hearing provides interested parties an opportunity to comment on the District’s third proposed rulemaking on Volatile Organic Compounds (VOCs) and proposed State Implementation Plan (SIP) revision. Once finalized, the regulations will be submitted to the United States Environmental Protection Agency to revise the SIP in order to meet the requirements of section 110(a)(2)(D)(i)(I) of the Clean Air Act (42 U.S.C. § 7410(a)(2)(D)(i)(I) (2010)) in accordance with 40 C.F.R. Part 51.

     

    The District has addressed comments on the second proposed rulemaking. Primarily, Title 20 (Environment) of the District of Columbia Municipal Regulations (DCMR), Subtitle A, Air Quality, sections 710 and 716 have been revised and recodified in response to requests by the printing industry for additional clarification. In addition, several effective dates have been adjusted to avoid inclusion of retroactive compliance dates.

     

    The third proposed regulation is available for public review during normal business hours at the offices of the District Department of the Environment (DDOE), 1200 First Street, NE, Washington, D.C. 20002, and on-line at http://ddoe.dc.gov/ddoe. Interested parties wishing to testify at this hearing must submit in writing their names, addresses, telephone numbers, and affiliation, if any, to Mr. William Bolden at DDOE by 4:00 p.m. on Monday, September 12, 2011. No written or email comments will be accepted after September 12, 2011.
