NOTICE OF PUBLIC HEARING

 

Amendments to Chapters 5, 6, 8, 11, 13 and 15 of Title 31 (Taxicabs and Public Vehicles for Hire) of the District of Columbia Municipal Regulations

Ron M. Linton, Chairman, DC Taxicab Commission (DCTC) announces a Public Hearing to receive comments on the District of Columbia Taxicab Commission’s notice of its intent to adopt amendments to Chapter 5 (Taxicab Companies, Associations and Fleets); Chapter 6 (Taxicab Parts and Equipment); Chapter 8 (Operation of Taxicabs); Chapter 11 (Taxicab Commission Fund Assessments); Chapter 13 (Licensing and Operation of Taxi Meter Companies); and Chapter 15 (Licensing and Operation of Taxicab Dome Light Installation Companies) of Title 31 (Taxicabs and Public Vehicles for Hire), of the District of Columbia Municipal Regulations (“DCMR”).

 

The proposed amendments to Chapter 5 will: (1) implement the Taxi Smart Meter System mandate; (2) establish company, association, and fleet responsibilities for meeting the new equipment mandates; and (3) update penalties and fines. The proposed amendments to Chapter 6 will: (1) implement the Taxi Smart Meter System; (2) establish a new dome light mandate; and (3) update penalties and fines. The proposed amendments to Chapter 8 will: (1) implement the Taxi Smart Meter System; (2) implement the new dome light requirements; and (3) update penalties and fines. The proposed amendments to Chapter 11 will: implement statutory amendments to Section 3 of the Emergency Act and section 20a of the Act that (1) convert the existing District of Columbia Taxicab Commission Fund (Assessment Fund) into the Public Vehicle for Hire Consumer Fund (Consumer Fund); (2) update the purposes for which the Consumer Fund funds may be used by the Commission; and (3) add a new subsection to establish a passenger surcharge as authorized by Section 3 of the Emergency Act, as well as the requirements for a public vehicle for hire metering system to electronically track, calculate, and collect the passenger surcharge. The proposed amendments to Chapter 13 will: (1) incorporate the Taxi Smart Meter System installation business and Taxi Smart Meter Installation Business owner requirements; and (2) update penalties and fines. The proposed amendments to Chapter 15 will: (1) establish and implement a new dome light equipment requirement; (2) establish the licensing requirement, criteria, and responsibilities of dome light installation businesses in the District of Columbia; and (3) establish penalties and fines.
