NOTICE OF PROPOSED RULEMAKING
The Executive Director of the District of Columbia Lottery and Charitable Games Control Board, pursuant to the authority set forth in D.C. Official Code §§ 3-1306 and 3-1321(2007 Repl.), District of Columbia Financial Responsibility and Management Assistance Authority Order issued September 21, 1996, and Office of the Chief Financial Officer Financial Management Control Order No. 96-22 issued November 18, 1996, hereby gives notice of the adoption of amendments to chapter 9 of title 30 DCMR, Lottery and Charitable Games. These amendments are necessary to implement the DC FAST PLAY game Washington Football Touchdown Dollars.
The Executive Director gives notice of his intent to take final rulemaking action to adopt the amendments in not less than thirty (30) days from the date of publication of this notice in the D.C. Register.
Chapter 9, DESCRIPTION OF ON-LINE GAMES, of title 30 of the DCMR is amended by adding new sections 961 and 962 to read as follows:
961 WASHINGTON FOOTBALL TOUCHDOWN DOLLARS
961.1 The Agency shall conduct Fast Play games called WASHINGTON FOOTBALL TOUCHDOWN DOLLARS to the public and for such time periods as determined by the Executive Director.
961.2 WASHINGTON FOOTBALL TOUCHDOWN DOLLARS is an instant ticket style game that is printed and played through the Agency agent’s online terminal.
961.3 Each ticket costs five dollars ($5) and has one (1) game play per ticket.
961.4 Section 962 of this chapter states the WASHINGTON FOOTBALL TOUCHDOWN DOLLARS prizes and the fixed payout level which is also reprinted on the game ticket.
961.5 WASHINGTON FOOTBALL TOUCHDOWN DOLLARS tickets are drawn from a pool of two hundred forty thousand (240,000) tickets. The drawn ticket is randomly chosen from the pool. In the system all the possible combinations that give winning and non-winning tickets are stored in the pool. Tickets are sorted in the pool in a way that follows the percentage of winners and non-winners described in the game specification.
961.6 There will be no bet slip entry for DC FAST PLAY WASHINGTON FOOTBALL TOUCHDOWN DOLLARS.
961.7 Each ticket will have the DC FAST PLAY Games logo printed on the top of the ticket followed by the “WASHINGTON FOOTBALL TOUCHDOWN DOLLARS” logo.
961.8 The prize that can be won in each game must be displayed. If there can be more than one (1) win on a ticket, it must be stated on the ticket.
961.9 Each single ticket will consist of a playing field consisting of four (4) columns ten (10) segments long. Each segment represents ten yards on a football field. Each column will have a football and a letter A, B, C, and D from left to right at the bottom.
961.10 There will be eight (8) “YOUR GAINS” consisting of a letter A, B, C, or D; a dash (-); and a number that can be zero (0), one (1), two (2), or three (3). Each letter (A, B, C, or D) will be displayed in the “YOUR GAINS” at least one time.
961.11 Each number is equal to the number multiplied by ten yards (10 yds.) on the playing field.
Example: D-3 is equal to football D advancing thirty yards (30 yds.) on the playing field.
961.12 There shall be a dollar amount associated with each of the twelve (12) Your Rolls.
961.13 A maximum of (3) zero (0) gains can be displayed on one (1) ticket.
961.14 Total gains of sixty (60) or eighty (80) yards for any one (1) football is not allowed.
961.15 The player wins by advancing Football A, B, C, or D a minimum equivalent to fifty yards (50 yds.) on the playing field.
961.16 The player wins prizes according to the Prize Legend printed on the ticket.
962 WASHINGTON FOOTBALL TOUCHDOWN DOLLARS PRIZE POOL AND PRIZE STRUCTURE
962.1 WASHINGTON FOOTBALL TOUCHDOWN DOLLARS tickets will be drawn from a pool of two hundred forty thousand (240,000) tickets.
962.2 The prize pool will be closed when ninety-five percent (95%) of total prizes have been paid. When the ninety-five percent (95%) is achieved, a new prize pool will be opened with a ratio of ten to one (10:1) (new/old) until the original prize pool is sold out.

All persons desiring to comment on the subject matter of this proposed rulemaking should file comments in writing no later than thirty (30) days from the date of publication of this notice in the D.C. Register. Comments should be filed with the Executive Director, District of Columbia Lottery and Charitable Games Control Board, 2101 Martin Luther King, Jr., Avenue, S.E., Washington, D.C. 20020. Copies of these proposed rules may be obtained at the address stated above.
