    NOTICE OF EMERGENCY AND PROPOSED RULEMAKING

     

    The Board of Commissioners of the District of Columbia Housing Authority (DCHA), pursuant to D.C. Official Code § 6-202 (2008 Repl.), hereby gives notice of adoption, on an emergency basis, of an amendment to section 5202 of Chapter 52, Briefing of Families and Issuance of Vouchers, of Title 14 of the District of Columbia Municipal Regulations. There is a critical need to adopt these emergency regulations so that consistent policies are applied to applicants for all housing programs.  The emergency adoption of these regulations will ensure that applicants who are homeless and unable to receive mailed notices do not lose their spot on the waitlist. 

     

    The Board of Commissioners of DCHA also gives notice of intent to take final rulemaking action to adopt these regulations as final in not less than thirty (30) days from the date of publication of this notice in the D.C. Register.   These emergency regulations will remain in effect for up to one hundred twenty (120) days from the date of adoption, December 20, 2012, or upon publication of a Notice of Final Rulemaking in the D.C. Register, whichever occurs first.

     

    Section 5202, “Notification and Attendance” of Chapter 52, “Briefing of Families and Issuance of Voucher” of Title 14, “Housing” is amended by deleting subsections 5202.2, 5202.3 and 5202.4.

     

                All persons desiring to comment on the subject matter of this rulemaking should file comments in writing no later than thirty (30) days after the publication of this Notice in the D.C.
