Section 30-2301. SOLICITATION OF PROPOSALS

    2301.1The contracting officer shall use a request for proposals ("RFP") to communicate the Agency's requirements to prospective contractors when the competitive sealed proposals ("CSP") method is used. Each RFP shall conform to the uniform contract format specified in §2201 of Chapter 22 of this title.

     

    2301.2The contracting officer shall issue a written solicitation which contains all information necessary to enable prospective offerors to prepare proposals properly.

     

    2301.3The contracting officer shall furnish identical information about a proposed procurement to all prospective offerors receiving the RFP.

     

    2301.4Agency personnel shall not provide advance knowledge or information about a future solicitation to any prospective offeror.

     

    2301.5Except for solicitations for information or planning purposes, the contracting officer shall not solicit proposals unless there is a definite intention to award a contract.

     

    2301.6The contracting officer shall establish, maintain, and use lists of potential sources.

     

    2301.7Before issuing a solicitation, the contracting officer shall develop an estimate of the reasonable price level or value of the supplies or services to be purchased.
