NOTICE OF PROPOSED RULEMAKING
The Executive Director of the District of Columbia Lottery and Charitable Games Control Board, pursuant to the authority set forth in D.C. Official Code §§ 3-1306 and 3-1321(2007 Repl.); District of Columbia Financial Responsibility and Management Assistance Authority Order issued September 21, 1996; and Office of the Chief Financial Officer Financial Management Control Order No. 96-22 issued November 18, 1996, hereby gives notice of the adoption of amendments to chapter 9 of title 30 of the District of Columbia Municipal Regulations (DCMR). This rulemaking creates a new DC FAST PLAY Game entitled IN-BETWEEN.
The Executive Director gives notice of intent to take final rulemaking action to adopt the amendments in not less than thirty (30) days from the date of publication of this notice in the D.C. Register.
Chapter 9, DESCRIPTION OF ON-LINE GAMES, of title 30, LOTTERY AND CHARITABLE GAMES, of the DCMR is amended by adding new sections 967 and 968 to read as follows:
967 IN-BETWEEN
967.1 The Agency may conduct Fast Play games called IN-BETWEEN to the public and for such time periods as determined by the Executive Director.
967.2 IN-BETWEEN is an instant ticket style game that is printed and played through the Agency agent’s online terminal.
967.3 Each ticket costs one dollar ($1) and has one (1) game play per ticket.
967.4 Section 968 of this chapter states the IN-BETWEEN prizes and the fixed payout levels. Additionally, the overall odds and PRIZE LEGEND are printed on the game ticket.
967.5 IN-BETWEEN tickets are drawn from a pool of two hundred forty thousand (240,000) tickets. The drawn ticket is randomly chosen from the pool. In the system all the possible combinations that give winning and non-winning tickets are stored in the pool. Tickets are sorted in the pool in a way that follows the percentage of winners and non-winners described in the game specification.
967.6 There will be no bet slip entry for “DC FAST PLAY IN-BETWEEN.”
967.7 Each ticket will have the “DC FAST PLAY Games” logo printed on the top of the ticket followed by the “IN-BETWEEN” logo.
967.8 The prize that can be won in each game must be displayed. If there can be more than one (1) win on a ticket, it must be stated on the ticket.
967.9 Each single ticket consists of ten (10) randomly generated player IN-BETWEEN star numbers along with two (2) randomly generated player numbers called “Your Numbers.” All numbers selected will be between one (1) and twenty (20).
967.10 The player wins by sequentially placing each of “YOUR NUMBERS” in between as many IN-BETWEEN star numbers that are on their ticket. A player wins a set dollar amount if they match three (3) or more of the IN-BETWEEN numbers.
968 IN-BETWEEN PRIZE POOL AND PRIZE STRUCTURE
968.1 IN-BETWEEN tickets will be drawn from a pool of two hundred forty thousand (240,000) tickets.
968.2 When the ninety-five percent (95%) is achieved, a new prize pool will be opened with a ratio of ten to one (10:1) (new/old) until the original prize pool is sold out.
