NOTICE OF COMMUNITY HEARINGS
PUBLIC INPUT SOUGHT ON WASHINGTON GAS LIGHT COMPANY’S RATE APPLICATION, FORMAL CASE NO. 1079, IN THE MATTER OF WASHINGTON GAS LIGHT COMPANY’S APPLICATION FOR REVENUE NORMALIZATION ADJUSTMENT REQUESTING AUTHORITY TO AMEND ITS GENERAL SERVICE PROVISIONS, RESIDENTIAL SERVICE AND NON-RESIDENTIAL RATE SCHEDULES, FIRM DELIVERY SERVICE AND INTERRUPTIBLE RATE SCHEDULES RIGHTS-OF-WAY SURCHARGE GENERAL REGULATIONS TARIFF
This Notice informs the public that the Public Service Commission of the District of Columbia (“Commission”) seeks input on the application submitted by Washington Gas Light Company (“WGL” or “Company”) requesting approval of a Revenue Normalization Adjustment (“RNA”) in the District of Columbia.
WGL indicates that the RNA is being proposed to remove any disincentive for WGL to promote energy conservation, to better align the Company’s rate structure with its cost structure, and to conform WGL’s allowed revenues to those established in the Company’s most recent rate case. The RNA is a sales adjustment mechanism that decouples WGL’s non-gas revenue collection from actual delivered volumes of gas. The RNA is based on the difference between actual revenues billed to customers in a billing cycle month and the level of billing cycle monthly revenues that would be expected from the rates in effect as approved by the Commission in the last base rate proceeding. This sales adjustment would be computed each billing cycle month for each rate schedule to establish a credit or charge to the distribution charge. The amount of the adjustment in any future month is unknown at this time because different conditions, such as weather, customer usage patterns, and energy conservation will impact the amount of the RNA adjustment. The impact will vary each month and be no more than plus or minus $.05 per therm in any month.
The Commission published a Public Notice on June 11, 2010 regarding this application in the D.C. Register. The Public Notice can be accessed online at www.dcpsc.org or viewed at any District of Columbia public library. The Commission will convene three (3) community hearings at the following locations on the specified dates:

Those who wish to testify at the community hearings should contact the Office of the Commission Secretary by close of business, three (3) business days prior to the date of the hearing and give notice at that time if said person wishes to testify in Spanish, Chinese, Amharic, or Korean. Representatives of organizations shall be permitted a maximum of five (5) minutes for oral presentations, while private individuals shall be permitted a maximum of three (3) minutes for oral presentations.
Any person who is deaf or hard of hearing, and persons with disabilities who require special accommodations to participate in the hearings, must contact the Office of the Commission Secretary by close of business, seven (7) business days prior to the date of the hearing. If an organization or an individual is unable to offer comments at the community hearings, written statements may be submitted to the Office of the Commission Secretary by September 21, 2010 at which time the record will close.
